egr vacume pipe

Hi guys my local spanner man said if i just blank off the vacume pipe on the egr it will have the same effect as getting the full banking kit is this true????
 
better off putting blanking plate between EGR and manifold, works as normal but dont pass gas .no fault coades (worked on my car anyway)
