Basically, you need a long drift that fits through the top of the drop arm, but is too big to pass through the ball seat. However, if your ball seat is extremely worn, there may not be enough of a shoulder left to do it that way. In that case it's probably best to remove the drop arm.

Find a socket which fits through the drop arm but is wide enough to catch the top cup on its way through, Run a bolt through the drop arm and through the socket, Use some thick plate at the bottom with a hole in it for the bolt.
Tighten a nut on the bolt and keep going till it pulls the top cap out.

Another nasty way to get rid of the play in a drop arm is to place a 2 pence coin below the spring. It fits perfectly.

Or the best option of all is to lob the damn thing in the bin and get a drop arm off a 300 Disco. Use the 300 drag link and track rod and move the damper behind the axle like Disco/RR.
This way you only have to swap the track rod ends which is nice and easy...
