It will just be a fuse, and its usually on its own, marked with the relevant symbol.

In my 2001 manual, the cig lighter is controlled by fuse No 15, under the dash and its rated at 20 amps. It also controls the interior lights and seat heaters (if fitted).
If all is well with the fuse, try a test light or multi meter on the lighter connection (with the ignition on) - it might just be a loose connector plug at the back of it.

Unfortunately I think the list stops at Disco 1 but they have absolutely loads of manuals there for everything else! I reckon with a bit of scouting around you will find a free manual.
