Disco 1 Disco 1 handbrake lever stuck down

Morning all, a bit of an unusual one.
So my discos been sat for 3months with the handbrake down and bricks in front of the wheels while ive been doing the welding.
So its all welded up and ready to go but the handbrake is stuck down...?

Any ideas on this. I havent looked into the problem properly yet. But hoping its an easy fix.

Cable seized.

Any thing thats outside and connected with the brake could have seized, such as the cable or items within the drum.
The fix could be as easy as hitting the drum with a hammer otherwise you'll have to have a look-see.
