Defender 200tdi phantom voltages?

200tdi 90 (probably 1990)

I've disconnected rear wiper wires and the hrw wire at the connectors in engine bay AND at the bullets behind rear tub trim panel so effectively just left with sections of unpowered wires running from engine bay to rear of tub.
However these wires have small voltages on them (in the range 1v to 3v) so I'm guessing there must be internal damage to the loom running in the chassis but what wire would be running in that loom with a permanent live on it?
 
Thanks all. I'm going to run new wires for the wiper and hrw but don't like the idea of leaving the fault as is. Shame I only recently sprayed bucket loads of bilt hamber in the chassis so could be a messy job.
Ideally if I could establish where there purple one terminates, and assuming I'm not using it, I'll cut that one out.
 
It will be a loose cable where the cables appear in the back body.same hole as loom.

Up front this is on 1 connector you bulkhead.
