P38A Confirmation on vcu please

A mate has just got himself a 2001 diesel and we are going round it checking for faults and what not.
He has over sensitive steering/weird steering thing going on, both front tyres are scrubbed inside which he thought was tracking and it might still be that, booked in for new tyres and tracking check early next week.
Now... we've jacked up the front nearside wheel, gearbox in park, handbrake on and using a long breaker bar (3 foot) on the hub nut, we cannot turn the wheel at all, in fact the offside tyre starts to spin on the tarmac as the full weight is not on it.

No surprisingly, all new from the master back in copper.
It goes like stink compared to mine, no wiring anywhere that shouldn't be so I suspect it's been chipped or mine is fecked. New headliner too and a mint rear bumper and extensions. New mudflaps as well. No obvious signs of bodgery anywhere really. It's one of them there bore dows but no idea what that's supposed to be, pauper seats , no headlamps wash, no fogs, no boot CD changer, sub woofer but does have body coloured bumpers
