Classic brakes - Juddering

Hi guys and girls,
My classic has developped a weird judder on the brakes when slowing down from around 10mph to almost stopped. Then it works as normal.
Only does this when ABS is not on. If ABS light on brakes work fine.
I have read a few posts on similar issues but nothing conclusive.
Pedal goes soft then nice and hard then soft etc. When this is happening the actual brakes go on and off aswell. Feels like going over a cattle grid.

The only things I can think of is wiring fault for pump (although this works)
or bad accumulator.

Any ideas would be great and many thanks in advance.

Have you looked at fault finding in the haynes? I have a copy if you want it.
