l 322 brakes

hi all a weird one on brakes
have 2 l 322 the black one ,you touch the brakes and after about 15 to 20 mm brakes are working and fine with good resistance and good stopping power .
My other one is weird
1) put your foot on the brakes quickly and after about 50 -70 mm resistance is felt but stopping power isnt as good
2)if you put your foot on the brakes slowly i can put my foot almost to the floor with braking ,poor,only felt about 25 mm from the floor .
If i then release and quickly put my foot on the brakes its as in 1) if i put my foot slowly again 2) happens .
Its a bit puzzling to me as if it was the vacuum pump ,servo diaphram wouldnt i get poor results all the rime ?
any of you more experienced types have any ideas id be most indebted

Air in the system is a possibility. How old is the brake fluid?
 
Does the l322 have servi assisted brakes?
If so,
engine off,
Press the brake pedal a few times to use any vacuum if present,
Press and hold the brake pedal and start the engine.
The brake pedal should sink as it responds to the vacuum building.
If it remains somewhat unchanged then there is a vacuum leak/ piping issue or the servo has gone on holiday 🤔
