some people use a silicon sealant to ensure no water gets under, but, a lot of people don't use anything.
If you're putting it on your vehicle what does it really matter if the paint work underneath get's scuffed?

Genuine LR chequer plate comes with neoprene gaskets to fit underneath. It is of closed cell type so doesn't absorb water. You could probably find rolls of it on flebay quite cheaply.

If you dont have the neoprene gaskets silicone is OK,an inert dum-dum type compound is even better. I think its done more to prevent body noise, the sticky stuff will ruin the paint anyway!
