Can’t get a pedal

Just put master cylinder & rear wheel brake cylinder on my 110 csw I’ve bled 2 litres of fluid through it and still can’t get a brake pedal there’s no leaks any where but pedal still goes down to the floor if you pump it 3 times it comes up but then goes down,is there something I’m missing?

You've bled the four corners? Furthest first?
 
Just read another post on here saying if callipers are wrong way round ie.bleed nipples at the bottom instead of at the top it will never bleed,looks like I’m swapping them around tomorrow as mine are at the bottom.
