Its about a mechanically governed Bosch VE injector pump giving a big fat start quantity to make sure it will fire up in any weather,they all do it,nothing to worry about.

It means that the Injector pump has a cold start valve that dumps a load of diesel into the bores in order to make it easier to start. and the black smoke is the excess fuel been fired down the eggsauce.
