Belt tensioner faulty ???

Just fitted tonight a new fan belt and tensioner, it's a britpart tensioner but discovered after fitting that moving it back in order to fit the belt it's not spring loaded, it just stays where it is.

Letting go this should push against the belt correct ??

Britpart ones are designed to be faulty straight from the box. Yes the tensioner should be spring loaded.
