Its a defender 200tdi, It has air locking diffs in the axle's.
have unlocked centre difflock using lever and also tried with 13mm spanner, that part works as it should but it still feels like its in difflock, ive tried all the usual stuff like reversing and driving forward etc.
when I lift 1 front wheel I cant turn it, but if I lift a back wheel as well, they both turn, so you would think its in difflock, yes??
But if I lift both front wheels, and leave the rear wheels on the floor I can turn front wheel by hand, one turns one way, the other side the opposite way??
So whats going on??

I had mine jammed I diff lock not so long ago.
What you are doing is just across the diff on one axle which is doing what it should if one turns one way and the other turns the opposite.
What you need to do is jack up one side of the landy, then turn one wheel and see if the other wheel up in the air turns the same way. Or just jack up the one front wheel with the handbrake on. If you can't turn it the diff lock is on

Edit☆ sorry I was on the phone when I posted this.yes your diff lock is on

Is your diff lock lever loose and floppy? If so the mechanism has come apart (caused by a loose grub screw).

So if difflock is on, how can i turn front wheels with backs on the floor

center diff lock is stuck on if turning spigot on box doesnt disengage it remove the 3 bolts holding the spigot housing and pull housing out the lever on bottom of spigot can jump out of its notch

is that doable with the tranny box on the car

Because the diff you are rotating is the front diff which isn't locked.

The diff that is locked in your case is the center diff. Do as the above post

Ok, Ive removed the 3 bolts holding the spigot to the tranny box, difflock shaft slides in and out easy enough, but selector fork barely moves, the shaft is sliding through it, how should the fork be attached to the shaft

Does this help?

Well after stripping the front housing off the box, it appears the problem was the dog clutch had somehow become off centred on the output shaft so the selector fork couldnt move it.
Dont know how that could happen

quick update,
on further investigation today, the problem is a smashed planet gear and shaft, also a mangled thrust washer, shouldnt be to bad to fix
