Maybe the vacuum pump is fine but the brake booster filter is blocked or the diaphragm is split?

does any one know what the vacum pressure should read on tick over?

That vacuum would vary from engine to engine a bit but something around 18"Hg wouldn't be far out. Does the vacuum hold after the engine has stopped? If not then the fault is likely the brake booster diaphragm.

Thanks for that, but when the hose is off the pump and engine running there is very little suction,a gentle lifting of the finger tip skin. You mention booster filter where do i find that?
