I'm sure there are countless threads on how to do it, Google rahter than use the LZ search, it'll kick you back on here when it finds them.
;)

AFIK That wee barb should be a solid barb rather than a through hole bored fitting, and what you do is you put the vacuum line from the EGR valve onto it to plug the line and maintain the vacuum. When you disconnect the EGR, if you leave the vacuum line open to the atmosphere, there is a risk of losing vacuum and losing the vacuum at your brake pedal's servo resulting in a loss in braking performance.

Edit: If it's hollow, it's for a boost gauge, and a hose + screw will plug it, but you still need to secure the vacuum line from the EGR vacuum solenoid valve to the EGR valve that this spool piece removes.

It's not like Allisport not to give you a full and complete set of fitting instructions.

This is from their website ...
Late Models (2001 – 2006):
Simple to install – replace EGR valve with the AS12-L replacement and connect the vacuum pipes together. Install the stainless steel blank plate on the heat exchanger. No need to remove any other EGR related components.

I think you have the unit 'with boost gauge connection'.
If you do not have a boost gauge then (yes) you should blank this off.
