P38A OBDII

Is my OBDII connector 16 pins anyone know?

On the Vehicle it is yes.

BUT as you drive rolling coal from before 2004 and a P38, a generic OBDII scanner won't connect as before 2004 there was no requirement for the diagnostic language to be readable by all and sundry and is LR diagnostics only....like Nanocom, Faultmate, Lynx, Hawkeye, Testbook et al.
