100% tint means no light passes through so doubt you would see out. Not allowed to tint front windscreen and I think max tint on front windows is about 20%

If it's one I'm thinking of during busy periods you can't cycle it after 10am until 4 or 5pm so I presume it's same for driving. Ramblers get really arsey.
