Can anyone clarify for me if my 2001 (Y reg) TD4 freelander is OBD2 compliant?

I have looked under the dash in the passenger footwell and have found what seems to be the OBD socket. It only has a couple of wires to the back of it.

Havent found anywhere to say for certain.

I would be surprised if it was, petrol engined cars had to be OBDII compliant from 2001 but Landrover forgot about this and had to re-call some 2001 models to alter them (including my Freelander at the time) OBDII for diesels did not fully come in until 2004
 
I've got an OBDII device and tried to use it on my 2001 Freelander petrol v6. Even though it may be OBDII compliant, it varies on how much you can read. From searching the web at the time I found there’s a minimal compliance required. They don’t have to give all information. Here’s an example from 2 cars I’ve looked at:
