X-eng disk handbrake pad replacement

I have an xbrake disc handbrake conversion from x-eng. I have just replaced the pads in it because they were very worn but it is now binding.
Having replaced the pads off the vehicle I cannot get the disc In between them. Both pads are seated correctly in their repspective channels and are all the way home. The pads themselves just seem to be too thick.

Before I sand the pads down so there is enough room to fit the disc has anyone else had this problem?
Or have any suggestions of things to check?
 
Pop the pin out of the handbrake cable to actuator arm and see if the calliper release that extra little bit, I spent quite a bit of time playing with my cable slack to get what I wanted.
To stop the pads wearing you silicone the new pads into the calliper.

I had removed it entirely and was working on the bench so the caliper was fully retracted and would not go any further. I may just sand the thicker pad down as the thicker pad in the moving part of the caliper on the old one has not worn at all.
Thanks for the tip about siliconing in place, I will do that with the fixed pad as that one was badly worn.
 
Thanks, That is the process i used for fitting it as well so nice to know i am doing things correctly. It does say "When the pads and disk are new, the gap between the pads and disk is about right with no further closure" however mine is very very tight and locks the disc. I have now sanded down the pad until the gap was correct and it is all fully functioning again.
