Wiring up a horn

Ive changed my steering wheel for 1 off a 214 or metro can't remember which but now the brass horn ring doesn't line up so no horn.the brass arm the comes off the steering column if u take that off there's just a connector.is that the live or not.just trying to wire up a horn the easiest way.just thought if that is the live i can just wire it up to a switch nd earth it some where in the dash out the way.

So that is the brass arm that goes on the ring on the steering wheel is the live
