Window sticking + Dashboard lights

Hi just a couple things I could use a hand with on my defender 90 300tdi;

First the passenger side window is sticking about halfway when turning down, is this something I could attempt to repair? ideally a step by step guide would be handy.

Secondly the lights on the dash board are dim (even during evening) is the any recommendation for led to replace current bulbs so they stand out better?
