I think its best if you do, the one's I replaced were fine but thread was worn/covered crap..

I would definatly get some new retaining clips/nuts as my old one's where wafer thin and rusted too
 
You'll probably find the bumper includes another set of brackets, making 8 bolts in total securing it, instead of the original bumper's 4 bolts. In theory, the winch should stall before you're in any danger of the bumper-chassis bolts failing.
 
i fit new bolts where possible. its unlikely that your winch would snap the bolts, but i did see a snatch recovery once that ripped the winch and bumpewr clean off, due to poor securing.

worth making sure its right - but standard bolts will probably be ok.

If its the 4x standard M10 bolts, then a back of the envelope calculation suggests they'd support up to 6.4 tons pull. With most winches being around the 12,000lb mark, thats perilously close to the strength limit (2.2 lbs per kg, 1000kg per ton). So if you did a double pull (ie using a pulley block, resecured back to the bumper) you could easily exceed the strength limit of the bolts with a hard enough pull (the actual force applied to the bolts depends on other factors such as what you're anchored to, and what you're pulling/recovering , and where from). With the 8 bolts, the strength is doubled so you're safe on a double line pull.
