What's this cable for?

The 19j engine is mounted in a 90, but when looking in the engine bay (from front of vehicle to back) on the right hand side just behind the alternator is, what looks like, an earth cable attached to the block, but the other end isn't attached to anything, was just wondering what is it and what is it meant to be attached to?

Thanks for any advice in advance.
 
It's only about 6 inches long but isn't the starter on the other side? This cable is behind the alternator but attached to the block.
 
not that it matters but short cable bolted to middle of block near turbo feed hose is supposed to go to rear bracket on starter,any other has been added
