What part is this?! 3.5 rover v8

If anyone knows what the part in circled in red is and what the hose indicated by yellow arrow does? I think it’s a vac hose but previous owner has ‘clamped’ off with a bolt!

Thanks! It does look like a sender of some description and is close to thermo housing but there’s another sender in the front of the thermo housing so a tad confused, I’ve seen a few other engines that seem to have a special little blanking plate on it
