Yup, when you blow it up it's either a touch-up pot and brush, or a glue-pot and brush, maybe sealer? More from the section it's cut from would give context and probably a better answer ..

...ahhh yes.clean swarf from hole and repaint befor fitting bolt through.then waxoyl over bolt etc after.
