What are new body panels coated in?

So I've just had some new Defender rear panels delivered. They are OEM quality from our favorite blue box company.
Aside from having no holes for the fog/reversing lights they came with a thin coat of black paint. So does this paint have to be completely removed before primer and top coat or is it good to take the primer?

I must admit that I remove it. I've often found this pain isn't bonded to the steel correctly, so can flake off if it's impacted by a stone. I use paint stripper to remove it (only the colour coat side), before keying the panel correctly, then applying a decent primer. The underside will get a coat of stone chip protection, or wax depending on the panel being fitted.
