There's is only thermostat ERR3291 when your disco left the factory, that thermostat is fully open at 88 degrees.
As for temp readings it will depend where the reading is taken, i.e. bottom hose is cooler than the top hose.

You need to make sure the thermostat is working properly, as this little problem could cause other, nastier issues.
