Tow bars and electrics

I've got a lighter type socket in passenger side rear stowage space plus another smaller version of what looks like a jack point.
Are these the connections for the CD changer ( which I don't have) or are they usable for towing electrics ?

Somebody was saying here about being quoted £1200 + for fitting a tow bar.
Am I missing something ? I've been looking at the prices of the individual components and they hardly make £2-300 : the labour involved should also be minimal. Please put me right if I'm talking bollocks.:confused2:

Tow bar electrics are behind the trims, lights etc on the RH side, and the extra (S2?) wires in the LH side.
