CV Joint or tyres rubbing on the radius arm.
to be honest i'm not realy that clued up
, could you be a little more descriptive please.i had a look underneath whilst somone turned the wheel, the tyres didn't appear to be catching, so maybe it could be the CV joint

If it's tyres there'll be a bright shiny patch on the radius arm where the tyre has rubbed.
If it's CV then you need to strip the hub down to get it out and replace it.

Does it only make this noise when you are moving or if you turn the wheel while standing still?

A worn CV joint makes more of a clicking or clacking metallic noise - you say yours is more of a rubbing noise. Would you describe it as a groaning noise?
If so it is the pas system groaning a bit. Check pas fluid level and front tyre pressures - set them at 31psi.
