Temp guage and heating wierdness

Hello,
I have recently had a new 300tdi engine from a disco, fitted to my defender, after it seized. Since then, I have had problems with heat. My temperature gauge barely moves past the white line, even after an hours run, and the heater only blows cold/luke warm air. Any ideas?

its got plenty of cooland, a new ally sport rad, all new gaskets throughout the engine, (though it leaks oil like the Exxon Valdese)
 
the temp guage appears to be working, it moves off the base line but barely gets past the white line. occasionally it gets to the quarter mark but as soon as you put the heaters on, it drops down again
 
If you are fitting a new 'stat, only bother with a waxstat. I had a brand new pattern one and clearly it was not working properly and staying closed when it was supposed to. I have a digital temp gauge so I could see exactly what was going on temp wise. Fitted a waxstat and it's fine now.
