td5 clutch,lack of pedal

had a clutch fitted, new slave cylinder fitted, but not a lot of pedal?
will it need a new master cylinder or will there be air in still?

new master if you cant get good clean fluid through after numerous bleeding attempts and pipes tight or fluid splashes back in reservoir while pumping pedal
