TD4 (not) Power Assisted Steering

Good morning all.

I wonder if anyone else has experienced this problem. At low speed or stationary, the steering on my TD4 loses its power assistance, making it really, really, really hard to turn the wheel. This is completely intermittant of course and some days does not occur at all. The only constant appears to be that once it's happened once, it will continue for the rest of the day but only at very low speed (ie corresponding with full load).

It has not lost any fluid and the PAS pump belt was replaced at the 96K service (it's showing 103K now). I presume that the offending part is going to be either the pump or the rack but as these are both expensive items, I could do with some guidance before I replace one or the other in error!

Any thoughts or similar experiences?

If the pump or rack were worn out I would expect the problem to occur constantly perhaps accompanied by noisy operation. Perhaps the fluid is contaminated with swarf or some other foreign matter which occasionally causes valve restrictions when pump pressure is low (low speed) perhaps the system could be flushed and fresh fluid added?
 
Thanks for the suggestion Dann. I agree; certainly if it was the pump you would expect the fault to be fairly constant. The fluid is a fairly nasty colour so I may try flushing it through.
