TD4 Auto Gremlins

Morning to all guys. Just discovered some gremlins in the engine. basically when the vacuum from vacuum pump was measured all was ok. Once vacuum goes into 1st pipe into solenoid, vacuum out is very small and not enough to pull actuator arm resulting in no or lack of boost and power. Anyone encountered this before? or maybe you have some values I can compare with?
