It tells 2 ECUs that the accelerator pedal is at rest.
This information is used by the engine ECU and also the ABS ECU. The ABS needs to know the pedal is at rest, so it can implement minimum speed for HDC. If the ABS ECU doesn't see the pedal at rest, it will illuminate the TC light.
