That’s not normal, if you mean bouncy like a tennis ball on a normal car that’s shock absorbers knackered normally the springs are rusted up and don’t move much and going over a small hump can be slow and almost bang your head off roof
When the springs good and shockers good it should go over humps without fuss at low speeds, driving along road if the road undulates a bit that will have an effect but not like a rocking horse if you undo the shocker and push in and out it should resist but slide with force

If the springs are rusty, then some oil let down with diesel can be painted in. If the springs seem in good order then the shackles might be stiff or not done up properly. Undo them make sure they aren't seized, put back together and tighten up when off the jack/axle stands
If you bounce the front and it continues bouncing then the shocks are dead. Take them off and there should be a stiff but even travel from fully compressed to fully extended and back

If this is the problem after yo have oils them put half a ton in the back and find a road the council have kindly filled with speed bumps and drive up and down it several times. This combination of treatments made a world of difference to my springs when i first bought the vehicle.
 
Agreed, first thing is to soak the springs in old oil diluted with deisel, then get them moving, then see if it still bounces. Speed bumps will always be hell.
