surge? slipping? i need help.

I have a 300tdi d90, and I have noticed after fitting some bigger tyres I get what sounds like clutch slip but i'm protruded sure it is not the clutch.
If Im driving up a big hill n I push the loud peddle the turbo spoils up veryfast I think, compaired to any other turbo car or van I have ever driven. It's sounds as if the waste gate might b slow opening. It has a surge in power n then a drop in power.

Anyone any ideas?

You really cant tell if the clutch is slipping?
How far up from the floor does the clutch start to bite?

If I just place a little pressure on the pedle then the clutch slips, I would av thought if the clutch was to slip then it would rev to the limited so to speak. I've had the clutch ARM done and the release bearing and the macanic who is a landrover spesalist said it all looked fine. I thought it could b the autuator on the turbo slow opening.
 
try adjusting master cylinder push rod its probably adjusted too far this can stop oil returning allowing clutch to slip if not hes not done his job right in clutch housing
 
It's all adjusted n set right. It's you boot it up a hill n u get a massive surge of power n then its like the turbo losses boost pressure not all just some, might see if a friend has a boost gague I can borrow.
If the clutch sipped then surly it would slip all the way through not just on the turbo spoiling up at anypoint through the rev range n still pulls well.
