Strange Noise when you insert the key

Land Rover Freelander TD4 2008 2.2 - When we insert the key fob we get a strange winding up noise from the front of the engine near the front fans, it seams electrical as we haven't turned over the engine, but it still make's a noise when the key is removed for about a min. Need advice asap

Sounds like the throttle housing

How does the engine start/shutdown - promptly or run on slightly?

When you take the key out it still runs for about a min, the engine starts fine and revs ok it's just the noise
