P38A Sticky flap and broken rod

I think that there should not be a constant power feed to the actuator, only momentarily to pull the release rod. You might have fried them.

Correct, dash switch is momentary. This pulls relay 6 to power actuator and open latch. Relay 6 should then drop out and cut power to actuator.
 
You hear it click on and off.

Button click voltage click no voltage

If you hold the button it dose the same which is correct.

No voltage at the actuator unless the buttons pressed.

Left a light hooked in the line all last night and so far all day today
Nothing at all so it's only getting power when it buttons pressed.

If you get power to the plug on the actuator each time you press the button then it can only be faulty actuator or it is badly grounded.
