Has anyone had this problem and if so did you get it fixed foc .RR 2005 model

Have a look on Rangerovers.net. I recall that this is a common problem and there are ways of unjamming it but I can't recall the details now. I was only browsing one day when I was bored...

when you say the tilt is stuck do mean you cant tilt it or the tilt lock is stuck causing the steering column to move freely?
I had the second of the 2 problems and can help you with that.
