12.3V sounds low. Can you take the battery off the vehicle and give it a really good charge and then put it back and see what happens? What sort of battery is it?
Is the starter solenoid clicking? and is there a voltage drop when the ignition key is turned to start? I would suspect brushes in the starter motor worn from the symptoms you describe.
Or as there is only 12 v at the battery the battery is shot but then you should get the engine trying to turn over but all the lights should dim.
you say the there is a faint light on the gear change does it go out after a min or so? if not the becm is not going to sleep.
As far as i can gather he has not yet checked for power to the solenoid spade terminal Brown/ Red wire when key is turned. It should be at least pulling the solenoid even though the battery sounds knackered. You can lead an horse to water, you know the rest.
when my starter brushes were knackered the solenoid on the starter wasn't pulling in and they went suddenly without warning.

Sorry should have put this in last time, when ignition turned over voltage shows 0.02v on this terminal (eyelet terminal). Is your meter any good, you should not see 14.45 volts unless you have a charger connected and for a short time after disconnection.Funny thing this morning I put the meter on the terminals and it was reading 14.45v, when door opened it dropped down a bit and when ignition turned on it went rapidly down to 11.87v. The battery is a yuasa cargo 115ah 1000a. I will put it on charge and see.

11.87 = a totally flat battery, sounds like your battery is fecked.

Yep relay 16, the yellow one immediately to the left of the black ABS relay.

The spade terminal to the solenoid Brown/ Red wire is the power to the solenoid and should have 12 volt to it from starter relay 16 in fuse box when key is turned to start position. If it does not have power to it when key is turned either relay is duff or the 30 AMP Master fuse 2 is blown.
Have you tried swapping the relay around with a known good one?
If still no joy then we'll need some help working out what pulls the relay into action.

But have you checked the fuse box printed circuit board? It's a common failure item.Tried all relays, and all fuses have been checked (metered out) all ok, just not turning over on key.
yes all checked to the point of cutting the links and inspecting between the boards, all ok no signs of dry joints or melting or burning.But have you checked the fuse box printed circuit board? It's a common failure item.
