I would use the hammer and either a screw driver which could damage the ring or a extension bar

When it comes to refitting the pump. Locate the pump in its spigot (it only fits in one location). Then get a helper to push down on the pump really hard. This will compress the seal enough for the locking ring to locate on the threads. Then knock it round until it's tight.

Fit the seal to the tank and then insert the pump - makes the job a lot easier

I will second fitting the seal to the tank, then fit the sender unit. Tried really hard, with lots of swearing, just couldn't get the thread started. Fitted seal to tank first - dead easy.
