Sluggish starting

Never trust a battery, even a new one, it could have been standing for 9 months a year, you never know, what volts do you get from it? if you dont know, charge it for at least 24 hours
 
Make sure the glow plugs are not the cheap Chinese ones, they are useless. Go for quality, I put NGK's in. No problems even when well below zero. Think Beru are the recommended ones
 
Ngk, beru or Bosch.
You can check the resistance but it's not a five minute job on the '38 and if your taking the inlet manifold off to check the resistance your already half way there to replacing them!! Clean the inlet manifold interior while it's off. :cool:
And don't forget a little copper slip on the glow plug threads when they go back into the head. ;) or grease if not copper slip.
