Disco 2 Should there be oil...

I can't see why there should be any oil in the air inlet system, from the intake through to the inlet manifold, not unless there's something amiss such as a breather blocked or a failed oilseal in the turbo, but those are possible causes, not the actual one. Careful checking will be needed to isolate the reason.
 
Check your crankcase breather non return valve.... Pull the pipe from the cam cover off the valve and see if it puffs smoke when the engine is running ...
If it bothers you then fit the breather pipe to a catch tank and empty it when it needs it...

I will repeat. Some oil in the turbo pipes is NORMAL. That is why you are supposed to flush out the intercooler at service intervals. A lot could mean the PCV is not working correctly or the oil separator needs cleaning.

A small piece of filter foam wedged into the pipe before it connects to the valve and replacing it every oil change, is a good idea ...
This keeps any oil in the breather pipe and not the intake tract, but lets the crankcase breath properly....
Don't just bung it up or you'll start blowing oil out of the dipstick... and that's not a good thing ...

First move should be to replace the depression controll valve then see if things are improved or not, if the valve doesnt close well(and i doubt it does after years of exposure to hot oily gasses if it wasnt changed ever) there will be excess of oily crankcase gasses at high revs which is bad for the engine too cos the depression is high as well .... IMO that foam thing is not a good ideea at all cos at low revs there must be free flow there otherwise the air flow readings might be higher than normal and get some overfuelling
