She won't start up

My ex-military 110 was running well, then I shipped her to the states and now she tries to start but never turns over. I am giving her 30sec in choke to warm up the plugs. I suspected the battery, but volts are strong. I tried with a jump, same results. I would love any help trying to trouble shoot this.

I think someone might have tried to start her up cold. Would trying to start her cold, without giving the heating plugs an opportunity, cause damage after a few attempts? If so, where should I look.
 
It's the dog clutch not engaging with the ring gear. Get a refurbed starter motor £84.

Try connecti g a jump lead from engine to battery negative. That will check the earth.

I was able to isolate the problem as a bad ground. When I grounded the starter directly to the negative terminal on the battery with the jumper cable, she would start right up. I went back and re-cleaned all the grounds. She is now starting like a champ.
