Series 3 Swivel pin resistance query

I am presently replacing the swivel ball pin housings on my 1974 series 3 and have set the resistance to swivel pin movement at 4.0 kg within the limits specified in the manual. When I fit the seal and retaing ring the resistance jumps up to 15kg. It seems pretty stiff and my question is should fitting the seal and retaining ring make such a significant difference.
 
The ring/seal applies pressure to stop the oils from leaking out.
Apply a small smear of oil round the seal lip where it sits against the ball & test again
 
Hicap - I smeared grease over the ball and seal lip before tightening up the retaining ring.

I didnt put any shims on the bottom swivel pin / track rod arm - only on the top swivel pin could this somehow cause the issue?

Normally no shims on the lower.
 
are you also fitting the breakpipe bracket when doing the tension .
i seem to remember reading somewhere you need to need to fit this to keep the tensions correct when setting up
