Series 3 88” Bulkhead Replacement?

My bulkhead externally looks pretty good with only surface staining under the windscreen ends for example. But I noticed that the upper footwell panel to the right of the pedals is rusting badly. Is this replaceable by me without welding. How much should I expect to pay for labour of a bulkhead replacement if it is needed instead (I would supply the galvanised unit) ? Thanks, John

The panels can be got cheap enough but it will need welding in as it's got your brake system fixed to it.
It's a bit time consuming to strip all the bits off to replace the whole footwell but that's the best way or get a localised repair done on just the holey part.
