On my last MOT the tester commented on the rust along the seams of the load space floor. Looking at the floor pan it looks like the centre of the pan above the fuel tank needs to be replaced, I have seen the panel available for around £50. Is it possible to carry out an MOT acceptable repair without replacing the whole pan and removing the fuel tank?

The main reason for comment at MOT is because the rear seat belts are fitted to this section. Upon examination it is possible to poke a finger through the seam an touch the carpet.
 
the seatbelts go throught the panel to the chassis so it aint a fail, you could cut out the old boot floor and rivet or bolt a new one in, loads of threads on here about it. just try a search for it and you'll find loads m8
