RR sc 2007 Compressor not switching off

Hi I am demented. My 2007 s/c RR has a suspension fault. Message says special programs not available
and suspension won't raise. First I tried cleaning the exhaust on compressor, but to no avail, then swapped Compressor for one from a working car, suspension raises and will not go down !
I borrowed a diagnostic tool and it shows no faults, wiring and relays seem ok
Has anyone had the same problem?
thinking of changing to springs but would rather keep as standard

Any help would be greatly appreciated
