rr blower motor voltage check

hi guys been trying to dolve my climate control problem for a while,both the blowers don,t work,when the ignition is switched on both the b/motor relays click so i presume we have the correct power there.i,ve proded the thick black and red wires on the blower motor and i have between 2v-12v depending on the position of the dial on the hevac control panel so i presume the hevacs ok,so surely if 12v is ran to the blower it should run?what d,ya think blown blower motor.
