Rough starting and idle after cylinder head rebuild - 300tdi.

I recently had my cylinder head skimmed and after rebuilding the engine and sticking the injectors etc...back in it starts very roughly and idles roughly only first thing in the morning. After driving for 5 minutes its absolutely fine and it only happens when it's left sitting either overnight or all day at work. I replaced the injector washers, leak off pipes and all other seals. I'm certain that it's a fuelling issue but I can't figure it out. If I've been driving for a while till it warms up then I stop the idle is a tiny bit faster than usual but not worryingly so although not as smooth as I would like. The injectors are tight enough and there's no fuel leaking from anywhere. Any ideas?
 
Its not timing, think about it he hasnt had to touch either valve or inj pump timing.
It will almost certainly be a a fuel issue and in this case an air leak allowing the fuel to run back so when you start it first thing its got to pull fuel up plus get rid of the air in the lines.

Aye I'm convinced that's what it is but where it's getting in escapes me. It can't be the injectors as I've tightened everything up there as best as I can. Leak off pipes are new and I even replaced some fuel line and the pick up sender on the tank. Only thing I can think of is the glow plugs possibly needing tightened a little but that wont let air into the fuel line. Any ideas where i could be checking?
 
Right to the top & over flowing when you un screw it ?
IF that's the case then you can rule out AIR getting in from the tank !
So it's after the filter that its getting in ! IF it's AIR
SO the problem is after the filter So it can only be AIR / Main pump/ Injectors!

Its not right to the top and overflowing but there is a fair amount of fuel in it. I can't mind what it's been like when I've unscrewed it before but this problem only started after I stuck the head back on.
